Hi, I'm Doris Payer, a business attorney licensed in Florida, New York, and Germany — and the founder of ModuLaw PLLC.

For over 20 years, I've worked alongside businesses at every stage — from founders getting their first entity off the ground to established companies navigating complex transactions and day-to-day legal needs. I know what it's like to be in the room when the business decisions get made, and I bring that perspective to every matter I handle.

My Executive Master of Insurance adds a layer of risk and business fluency that goes beyond traditional legal work.  And with a Master in Comparative Law, licensure in both the U.S. and Germany, and hands-on experience in American and European markets, I bring a genuinely international perspective — making me a natural fit for European companies operating in the U.S. and U.S. businesses with ties to Germany.
